Plans to build the Cedar Hills neighborhood were announced by the project's developers in April 1946, at which time construction of the first 50 homes had already begun. Along with roads and utilities, the plans originally included a shopping center, schools, parks, and churches along with around 2,000 homes, all on about 800 acres. A writer for The Oregonian newspaper at the time called it, "the most ambitious suburban housing development ever attempted in the Northwest."

Cedar Hills is situated in unincorporated Washington County, with convenient proximity to the interchange of Highways 26 & 217. This ideal location gives residents easy and close access to a variety of businesses, learning institutions, and recreational and cultural sites. It is within the Beaverton School District and has several parks located in and adjacent to the community as well as a Recreation Center located at SW Cedar Hills Boulevard & SW Park Way. The area is served by Tri-Met with several bus lines in addition to two light rail stations within walking distance from many area homes. In 2009, a commuter rail was completed, improving transit to along the 217/I-5 corridor to the South metro-area. There are several shopping centers in the surrounding area which are convenient for shopping, dining, banking, and other service needs.

HACH maintains an administrative office within the community where, under the direction of the board, staff provides a centralized communication service for homeowners and vendors and manages daily operations.

Regular board meetings are held the second Tuesday of each month at 7:00pm. All members are welcome to attend these meetings. An annual meeting of the membership is held the second Tuesday in May each year. At the annual meeting, board directors are elected, proposed changes to governing documents are discussed and voted upon. The annual meeting also serves as a forum for discussing items of interest to the community.
